Mark Lloyd BA (Hons), MA, CQSW, DMS

Mark Lloyd holds extensive senior management and consultancy experience gained over the past twenty five years in the Adult Social Care Field. At present Mark is the Managing Director of Essex Cares Limited (ECL) one of the Country’s first Adult Social Care Local Authority Trading Companies. www.essexcares.org
Following a successful Local Government Career Mark has been a Director for three different National Charities being the Avenues Trust, The Avante Partnership, and Ashley Homes. Since 2007 Mark has worked as an independent specialist developing direct experience of alternative models of social care delivery including the transfer and management of ECL.
Much of Mark’s work is now focused on what Social Enterprise and Trading Company social care businesses can do within the new world of health and GP Consortia partnerships. This includes designing hospital discharge and preventive services including award winning Reablement Services. Mark has advised several Councils on diagnosing externalisation options and the drafting of business cases for Cabinet approval.
Mark is a frequent speaker at national conferences as a social commentator and is Chair of Inspire Community Trust a Direct payments and Personal Assistance Agency in South East London. www.inspirecommunitytrust.org
Mike Walsh, BA (Hons), MSc, CQSW, MS

Mike Walsh brings extensive senior management, consultancy and interim management experience in both Adult Social Care and Health settings. Mike has a wide ranging experience of successful change management projects within the health and social care sector that have had impressive impacts on business, service, and workforce redesign and development whilst at the same time producing multi-million pound efficiencies and savings.
Mike moved into the world of consultancy and interim management in early 2006 becoming the Transformation Programme Director for Essex County Council and leading on the creation of Essex Cares Limited one of the first Adult Social Care LATC’s in the country. During 2011 Mike has acted as the interim Managing Director of Opatilis a new LATC created by Wokingham Council and played a key role with our partners Ernst & Young in supporting Aberdeen City Council look to develop a new LATC entity during 2012.
Mike has led on several projects for different Local Authorities on diagnosing and then implementing service redesign and service transfer into the commericial market place. Mike remains a highly sought after speaker at national conferences on achieving service redesign and efficiencies. Mike is a qualified and registered Programme Manager.
Russell Thompson BA (Hons)

With over 25 years of experience as a Finance Director in the Commercial Sector and 5 years as a Consultant in the Public Sector Russell is uniquely qualified to meet the demands of managing the externalisation of Local Authority Services.
In his 25 year career Russell has managed the start-up or relocation of 5 Service Management Companies ranging from a £3m Secondary Distributor in the Car Industry to an £11m Corporate Uniform Supplier. This experience has led to Russell’s specialism in the design and establishment of accounting functions and systems.
As an external consultant to Local Authorities Russell has been involved in PFI Bids and ERDF Grant Applications, LA Systems and Governance Reviews and introduced LA Financial Accounting systems.
During 2011 Russell has acted as lead consultant for Northamptonshire County Council acting as interim Finance Director for the new social care LATC to go live in 2012.
Tasman Oxlade – MIT, MSP, PRINCE2, ITIL Service Manager
Tasman is a management consultant who has spent over 10 years focusing on large scale transformation programmes in the Local and Central Government, Defence, Transport and Investment Banking sectors. After moving his business to the UK from Australia 5 years ago he immediately established himself as a leading change director across a variety of business sectors. More recently, whilst assisting councils deliver the £684M efficiency savings within Adult Social Care as set out in the Gershon Efficiency Review, Tasman worked with other Central Government agencies to supply tools and resources to Local Authorities in preparation for implementing self-directed support.
He was Programme Director of the Putting People First Programme at Essex County Council, which included the introduction of self-directed support for all service users, one if the first Local Authorities to do so. Tasman is currently consulting for the National Director for Social Care Transformation on the National Putting People First Programme, who along with a consortium of ADASS, IDeA and LGA with support from the Department of Health, will support 150 Authorities across the country to deliver this challenging transformation agenda.
