Care and Health Solutions (CHS) provides senior management expertise to Local Authorities to diagnose and implement complete service redesign and transfer of services to the commercial market. This includes setting up Local Authority Trading Companies , Social Enterprises, Mutual Societies, as well as other models. CHS also advises on the health and social care interface of delivery including Reablement.
CHS formed in 2009 provides specialist support to Councils, Health Agencies including the new Social Enterprises, and the Third Sector at a strategic management level. Our client list demonstrates our track record as leading specialists in service transformation and delivery of substantive efficiency savings. CHS has supported more than ten Councils in 2010/11 to diagnose and design new models of service delivery including both social enterprises and Local Authority Trading Companies.
Mark Lloyd and Mike Walsh the founding Directors of CHS both come from substantive and experienced backgrounds (see who we are) within the public and private sectors. They have been joined by Tasman Oxlade and Russell Thompson to complete the Directorship team. Tasman brings direct experience as a national policy advisor including acting as a lead manager for the national implementation of the Putting People First Government Concordat. Russell brings a financial and commercial background from the retail sector since supplemented by the business and budget design for a number of our client Councils in validating financial models for service externalisations.

CHS has built up a carefully selected team of project managers to implement agreed programmes of change.
In 2011 CHS has formed a strategic partnership with Ernst & Young one of the Country’s largest Corporate consultant agencies. Working with Ernst & Young CHS intend to continue to offer Councils direct support in continuing to provide front line service delivery through alternative models of delivery.
